This is a brief description of some borough ordinances. Complete ordinances may be reviewed at Borough Hall.
Ordinances #152, #279 and #321 – PETS
This makes it unlawful for animal owners (or caretakers) to permit their animals, licensed or not, to run loose or deposit excrement on the property of another person. (Note: Berks County requires dogs to be licensed.)
Ordinance #220 – TREES
This regulates the planting, pruning, and removal of trees within borough rights-of-way. Permits are required, but no cost is associated with the permit.
Ordinance #227 – SPEED LIMITS ON STREETS
This regulates the maximum speed on borough streets:
Main Street 25 mph At all times
Umbenhauer Drive 15 mph At all times
All other streets 25 mph At all times
Ordinance #235 – SNOW EMERGENCIES
This designates Snow Emergency Routes within the borough. When the mayor declares a snow and ice emergency, there is no parking from Garfield Road to Shartlesville Road on Main Street and no parking on Second and Third Streets from Main Street to Route 183. Ordinance #244 – GRASS/WEEDS
This establishes a maximum height of 6 inches for weeds or grass on improved property and 8 inches of height for weeds or grass on unimproved property.
Ordinances #247, #296, #304 and #314 – BUILDING PERMITS, FEES, INSPECTIONS AND APPEALS
This requires construction/remodeling activities to adhere to the BOCA National Building Code and establishes a permit and fee schedule for such activities. Call Borough Hall for permit information.
Ordinance #252 – GARBAGE COLLECTION
This regulates garbage disposal and states that all garbage shall be placed in a portable metal or plastic trash container with lid, labeled with your house number. It may not be placed out for collection prior to 6 p.m. on the day before the pickup. Sturdy plastic bags may be used to dispose of garbage if and only if the amount exceeds three containers or an item cannot fit in a container because of its irregular shape. Items in plastic trash bags may not be placed out on the sidewalk before 6 a.m. on the day of pickup. When not out for pickup, garbage cans must be stored out of sight from the roadway.
Ordinance #253 – PUBLIC CONDUCT
This prohibits disorderly conduct and public nuisances within the borough. This includes fighting or threatening people, unreasonable noise, and use of profanity and excessive horn blowing between the hours of 10 p.m. and 8 a.m.
Ordinance #254 – BICYCLES
This regulates the use of pedacycles/bicycles within the borough and establishes a $1 license fee. Anyone under 12 years of age MUST wear a helmet as required by state law. Contact Borough Hall for license information.
Ordinance #255 – CURFEW
This establishes a curfew for the minors (a person under the age of 18) of Bernville Borough between the hours of 10 p.m. and 6 a.m. unless accompanied by their parent or guardian. It shall be unlawful for any parent, guardian or person having custody over the minor to allow or permit the minor to be on or present in any public street, avenue, alley, park or other public place in the borough between the hours referenced above (unless as permitted by exception as outlined in the complete ordinance).
Ordinance #256 – WILDLIFE
This prohibits the feeding of (or caring for) wildlife in or on property owned or used by the borough for park and recreational purposes except to obtain veterinary services.
Ordinances #258 and #301- RECYCLING
This regulates recycling activities in Bernville Borough.
Ordinance #264 – BURNING
This establishes regulations for open fires and burning within the borough. No burning is permitted unless prior approval is granted by the borough’s Emergency Management Coordinator, and written notice has been given to the Bernville Fire Company requesting permission to burn and providing your name, address, and material to be burned. Other restrictions apply such as burning times, days, and places. (Note: Items that can be recycled or composted, like grass and leaves, may not be burned.)
Ordinance #276 – SIDEWALKS
This ordinance regulates the construction/replacement of sidewalks and curbs and requires a permit with fees.
Ordinance # 291 – NUISANCE VEHICLES
This regulates the storage of motor vehicles that are, or could become, a nuisance.

NOTE: BOROUGH PARKS ARE CLOSED TO THE PUBLIC AFTER DUSK.
NOTE: RESIDENTS MUST CLEAR SNOW AND ICE FROM THEIR SIDEWALK WITHIN 12 HOURS OF A SNOWFALL. YOUR COOPERATION IS APPRECIATED.
